NABCO / Ghana - The ideation, design, development, and implementation of a web-based registration and recruitment portal for the Government of Ghana’s NABCO initiative.
According to the security agencies in Ghana, unemployment has been a national security threat to the nation. In 2017, the unemployment rate in Ghana increased by 1% compared to 2016’s 2.3%. The unemployment rate in Ghana averaged 5.41 percent from 1991 until 2017, reaching an all-time high of 10.40 percent in 2000 and a record low of 2.20 percent in 2013. Post-secondary school graduates struggled to secure employments hence took on more openings in the private informal sector. To address this problem, the Government of Ghana sought to establish the Nation Builders Corps (NABCO) initiative.
The initiative aims to solve various social problems in the private and public sectors and build their skills to promote economic growth. Trainees of this flagship program are given stipends at the end of every month to help them survive economic hardships while they sought for permanent jobs. However, to successfully implement this initiative, the Government of Ghana needed to improve its technological infrastructure to create or fund a registration and recruitment portal to enable the placement of qualified candidates.
The ideation, design, development, and implementation of a web-based registration and recruitment portal for the Government of Ghana’s NABCO initiative was contracted to Bewsys by the Government of Ghana. The Bewsys consulting team conducted preliminary research to understand the project and set user requirements for the system. Through this, the portal was custom-built on the registration, monitoring and evaluation, complaint and grievances, document library, system administration, and integrated content management modules of the Bewsys Regulatory MIS.
Besides the recruitment and registration function of the portal, the Bewsys technical team considered including an online training program in the portal to engage the graduate trainees temporarily. The training program modules were built to help graduate trainees develop skills in agriculture, health services, civil service, accounting finance, entrepreneurship, and STEM education.
Additionally, the portal was designed to feature a structured user membership hierarchy to allow multiple accessibility allowances and restrictions. The portal was built to be accessible on multiple platforms and have a content management system to enable NABCO staff to upload and update content. In collaboration with the program team of NABCO, the web-based platform was piloted to ensure the functionality and feasibility of the system.
As of 2020, over 100,000 graduates have benefited from the Nation Builders Corps initiative. The graduates gained the opportunity to develop their skills, work readiness, and continued professional development. In addition, over 3000 public and private sector institutions have benefited from the NABCO workforce. Through this initiative, Ghana is making sturdy progress towards decent work and economic growth.
